House Bill 4244 Reading

I was watching the second reading for Reproductive Health Bill (House Bill 4244). I felt sad and sorry for my country. In my humble opinion,our country, the Republic of the Philippines, has a lot of more important and urgent issues to deal with however this bill is making a loud noise because we are a predominantly Catholic country. They cannot even separate the Church and State!It took more than 5 hours for the voting process to finish because the legislators themselves doesn't follow the set rules. They were allowed to "explain" their respective votes for 3 minutes however most, if not all, of them exceeded the allowable time for them to exercise their freedom of speech. If this simple rule cannot be followed, do you expect them to follow challenging rules?! One representative even recited the Apostles Creed! If it's really important to them to "explain" their side so that their constituents would understand their votes, they can send an open letter and/or set up a town hall meeting. Some explanations were ridiculous! There was a representative who just made a thumbs up sign. There will be a third reading next week. Then the same shit will happen once this bill is passed on to the Senate. Now this freakingly long process made me think if making a law should really take this long or are these legislators trying to ride on the heated argument for their political agenda?!
